The U.S. Bureau of Ocean Energy Management (BOEM) has taken steps to set the stage for the next oil and gas leasing round to be held for offshore acreage in the Gulf of Mexico (GOM) by revealing a draft programmatic environmental impact statement (EIS) for which it is seeking public comments.
